作为一名来自基层的人大代表，余梅今年带来了“关于弘扬志愿服务精神，保障志愿者合法权益的建议”。她认为，志愿服务是一种重要的民间力量，这种力量如果得到激发，其能量是巨大的。</span></p><p style="white-space: normal;box-sizing: border-box;"><span style="font-size: 14px;box-sizing: border-box;"> “在抗击新冠肺炎疫情的战役中，除了政府机关、社区工作人员、医疗卫生机构、医护人员等防控主要力量外，志愿者队伍作为社会治理力量在疫情防控中也发挥了重要作用。”余梅表示，疫情发生以来，各地志愿者奉献个人时间，冒着生命危险，自愿参加到疫情防控一线，成为联防联控抗击疫情的重要力量。</span></p><p style="white-space: normal;box-sizing: border-box;"><span style="font-size: 14px;box-sizing: border-box;"> 疫情防控期间，不少地方出现业主进入小区拒不配合志愿者登记的现象，引发网友讨论。余梅注意到，在志愿者服务过程中也有出现对志愿者服务行为误解、曲解等情况，从而暴露出志愿服务组织管理不规范、志愿者权利得不到保障等现象。</span></p><p style="white-space: normal;box-sizing: border-box;"><span style="font-size: 14px;box-sizing: border-box;"> 对此，余梅认为，要大力弘扬志愿服务精神，在全社会形成崇尚志愿服务的氛围。与政府、社区、医务人员履行法定职责和义务不同，志愿者完全是无偿、无私奉献，更应该得到宣传和褒奖。</span></p><p style="white-space: normal;box-sizing: border-box;"><span style="font-size: 14px;box-sizing: border-box;"> “目前国家和部分省级层面均出台了志愿服务条例，法律层级较低，执行力度不够。”余梅表示，应尽快出台志愿服务法，为志愿服务活动提供更有力的法治保障。</span></p><p style="white-space: normal;box-sizing: border-box;"><span style="font-size: 14px;box-sizing: border-box;"> 余梅说，在志愿者、志愿服务组织的角色和作用被赋予更大的社会期盼和社会责任的新形势下，早日出台志愿服务法，为志愿服务提供强有力的法治保障，对推动志愿服务的发展、对提高市域社会治理现代化水平具有重要意义。</span></p><p style="white-space: 此外，余梅还建议，应在志愿服务组织的登记设立、组织运行和经费保障等方面给予积极支持，规范志愿服务组织管理，设立志愿服务专项基金。同时，为志愿者提供上岗专业培训，提供必要的专业防护用品、饮食和交通保障，并为志愿者购买保险，保护志愿者隐私等，让志愿者安心、放心、全身心投入志愿服务工作。</span></p></section></section></section></section></section><section
