一、 支持社会组织健康发展
1. 提高社会组织信用评级标准，降低获得政府投资和社会捐赠难度；
2. 继续实施社会组织项目资助，鼓励社会组织在文化、教育、科技、环保等领域开展项目；
3. 改革注册登记和税收优惠政策，降低社会组织成本，促进其健康发展。
二、支持公益慈善事业发展
1. 加强公益慈善事业信息公开，提高透明度；
2. 实行定向捐赠，引导公益慈善事业有计划、有重点地发展；
3. 建立公益慈善事业评价机制，加强监督和评估。
三、 加强社会组织、公益慈善法规建设
1. 完善社会组织管理法律制度，提高社会组织管理效能；
2. 制定公益慈善管理条例，规范公益慈善事业发展；
3. 推动社会组织、公益慈善行业专项法律和政策的制定与修改。
我们相信，这些措施将有助于推动社会组织、公益慈善等健康发展，进一步提升我国公共服务水平，实现全面建设社会主义现代化国家的宏伟目标。
2023年政府工作报告将会继续支持社会组织、公益慈善等健康发展，致力于建立更加平等、开放、包容的社会治理体系。
在支持社会组织方面，政府将会为其提供更加便捷的注册和运营环境，优化相关政策法规，增强其在推动社会进步、促进公共利益和创新服务等方面的能力。同时，政府还将加强与社会组织的沟通协调，充分发挥其在各类社会治理事务中的作用。
在公益慈善方面，政府将继续鼓励社会各界参与，推动公益慈善事业的健康发展。政府将加强对慈善组织的监管和指导，保障其合法权益，同时积极推动慈善文化的传播和普及，提高公众的慈善意识和参与度。
此外，政府还将探索建立社区自治、行业协会等多层次的社会组织体系，打造更加多元化、灵活性强的社会治理格局。同时，政府也将推进政府和社会组织、公益慈善组织之间的合作，共同促进社会公正、公平、安定、和谐的发展。
