2em;">未成年人救助保护机构是困境儿童等特殊儿童群体救助保护的重要载体。为充分发挥未成年人救助保护机构基础性、普惠性、兜底性保障作用，推动未成年人救助保护机构服务规范化、专业化。近日，江西省民政厅、江西省未成年人保护中心等组织研制的《未成年人救助保护机构服务规范》（DB36/T #1e9be8;"><strong>未成年人救助保护机构</strong></span>界定为县级以上人民政府及其民政部门根据需要设立的，对生活无着的流浪或乞讨、遭受监护侵害、暂时无人监护等未成年人实施救助，承担临时监护责任，协助民政部门推进农村留守未成年人和困境未成年人关爱服务等工作的专门机构，<span style="color: #1e9be8;"><strong>农村留守未成年人</strong></span>界定为因父母双方外出务工或一方外出务工另一方无监护能力、无法与父母正常共同生活的不满十六周岁农村户籍的未成年人。<span style="color: #1e9be8;"><strong>困境未成年人</strong></span>包括因家庭遇困导致生活、就医、就学等困难的未成年人，因自身残疾导致康复、照料、护理和社会融入等困难的未成年人，以及因家庭监护缺失或者监护不当遭受虐待、遗弃、意外伤害、不法侵害等导致人身安全受到威胁或者侵害的未成年人。</p></section><section data-role="title" #1e9be8;"><strong>在场所保障方面</strong><strong>，</strong></span>要求机构选址、规划布局、建筑标准应符合流浪未成年人救助保护中心建设标准，通过新建或有效整合现有资源，在独立或相对独立的场所中设立。应规划接待区、行政办公区、未成年人生活区、多功能服务区、后勤保障区等不同区域，并按要求配备相应的设施设备。同时，要求在醒目位置公示能够体现机构职能、与机构取得联系的相关信息。<span style="color: #1e9be8;"><strong>在人员保障方面，</strong></span>要求根据服务对象的数量和服务开展情况，合理配置行政管理、专业技术和工勤技能人员，对工作人员相应资质、从业查询制度、岗位培训等提出要求。<span style="color: #1e9be8;"><strong>在制度保障方面，</strong></span>要求建立健全机构管理制度和未成年人救助保护工作制度。<span style="color: #1e9be8;"><strong>在服务支持方面，</strong></span>要求构建分级联动体系、统筹各方资源、引导社会力量形成有效工作合力。</p><section><section
