face="宋体">我们在各地区调查辅导志愿服务的时候发现，有很多来自社区、农村、学校、企业以及其他机构、组织的项目，开展服务很长时间，也做了很多实践探索，有丰富内容。但是，就因为缺乏凝炼提升，很难引起社会的广泛关注，很难获得社会的资源支持，同时参加各种评奖、大赛，也难以获得可喜的成绩。有不少志愿者非常委屈地说，“明明是我们非常用心服务，做得很实在，做得很辛苦，但是为什么就是很难打造品牌、获得奖励呢？”为此，我们认为，一个好的志愿服务项目，首先愿景、动机是真真正正为群众服务、为社会解忧的；其次是要扎扎实实做下来，确实有效果的；三是要善于凝炼提升，不断扩大影响力，不断吸引社会关注和支持。我们根据许多“做好又说好”的志愿服务项目凝炼提升经验，概括出“1431N”的方式方法与大家分享交流，既“一个响亮名称、四个清晰内容、三个创新特色、1个突出成效、N个规范要素”等。当然，并非一定要机械遵循这个流程，这只是便于志愿者和志愿组织凝炼提升的参考方法，大家实际操作的时候可以调整和变化，特说明。</font></span></span></p><p face="宋体">志愿服务项目引人关注、让人喜欢、广泛传播、汇聚资源，最关键就是要提炼有特色、有亮点的名称。我们发现，很多志愿组织实施的服务项目，长期以来遇到的最大问题就是“叫不响”“传不开”。解决这些问题，就要提升价值和突出亮点。有些组织实施的志愿服务项目，虽然是在每一个地区实施的，但是要发掘项目内涵具有的普遍意义，提炼出类型化的名称，赢得广泛的关注和认同。如广东省有一个高校，在东莞校区有一支国旗护卫队，不仅仅做好每周一的升国旗活动，还热情传播国旗文化，增强国旗自豪感；并且面向东莞市各单位、各学校传播国旗文化，与香港、澳门的大中小学交流爱国主义、热爱国旗的经验等。他们最初身边名称是“国旗耀莞邑（东莞）”志愿服务项目。因为只是体现地方性，受到的重视不足。专家辅导的时候，提出更换为“国旗飘扬——粤港澳大湾区爱国主义教育志愿服务项目”的名称，就产生很好的传播效果。一方面，“国旗飘扬”的名称简明响亮、大方大气；另一方面突出粤港澳地区的传播爱国主义文化，提升项目的价值和意义。为此，该项目在市赛、省赛、国赛中都取得好成绩，也成为高校爱国主义教育的典型。此外，还有一些志愿组织的项目，服务内容很有特色，但是项目名称过于普通和雷同，也很难产生较大影响力。这样，就需要结合地方特色、组织特色，凝炼提升亮丽的名称。如新疆博州温泉县是地处边境的县区，有一群汉族、哈萨克族、蒙古族、维族等妇女组成志愿服务队，经常到边防哨所关爱帮助年轻的解放军战士；也开展关心帮助留守儿童、流动儿童的服务；奉献爱心热情、服务内容丰富。然而，该团队原来的命名“爱心妈妈”志愿服务队，与全国各地的“爱心妈妈”名称雷同，无法凸显特色。在专家进行调查辅导的时候，建议更名为“戍边妈妈情”志愿服务队，也开展“戍边妈妈情”志愿服务项目。既体现戍边、守边、兴边，关心关爱边防战士，积极参与爱国守边的志愿服务特色；也体现爱心妈妈关心帮助留守儿童、流动儿童，提供温暖和引导的志愿服务特色。这样，该项目在县、州、自治区都得到好评，也引起全国的关注和宣传。由此可见，凝炼亮丽名称有多种途径，既可以向上提升价值凝炼名称，也可以向下凸显特色凝炼名称，最关键就是体现独具特色和重要价值。</font></span></span></p><p face="宋体">在面向社会宣传志愿服务项目的内容，或者参加大赛进行展示的时候，都有“项目概述”或者“项目目标”等栏目，需要将主要内容予以介绍。这时候，志愿者和志愿组织就要概括提炼，将纷繁复杂的项目内容，凝炼为三到四点，并且用清晰的小标题介绍，让社会各界，特别是评委专家便于了解、更好理解。例如，有一个促进社区治理创新的志愿服务项目，志愿者确定名称为“百姓茬话会”。这个名称很有特色，很好，将“茶”替换为“茬”字，就凸显了治理亮点。但是，原来在介绍项目内容的时候，事无巨细，详细讲述，这样就不利于大家的了解和认同。在专家辅导的时候，建议概括为“四茬流程”。即：一是找茬，志愿者深入社区发现脏乱差、邻里矛盾、违法占道等问题。二是接茬，即志愿者联系社区、居民、店铺等，与社区相关方沟通交流，一起寻找调解矛盾、解决问题的途径。三是解茬，即志愿者与社区、居民、机构等共同解决具体的问题，化解矛盾的根源。四是督茬，这是志愿者提出来的。即有些矛盾问题，今天刚刚解决，明天就死灰复燃。为此，志愿者还用三个月左右跟踪观察和调解，消除各种矛盾萌芽之后，才能够促进社区和谐、邻里和睦。据说，这个项目参加大赛，获得金奖后，向评委了解评审观感。评委说，最初也不太清楚项目做什么，但是听到“找茬、接茬、解茬、督茬”等四个流程的时候，就非常清晰了。还有一个“播勇者”志愿服务项目，是大学生志愿者帮助国际小商品市场的业主，面向世界进行网络直播的营销推广，将中国商品推向世界的。同时，也帮助外商等学会对中国小商品的网络直播营销。这个项目的名称和服务内容非常好，但是特色亮点依然不够突出。专家辅导的时候，帮助志愿者提炼出“四洋四中”的特色做法，即“洋市场、中国货；洋市场、中国情；洋市场、中国美；洋市场、中国好”等，在面向社会宣传的时候就更有亮点、吸引关注，也在各类大赛中获得好成绩。我们发现，很多志愿组织的项目，在宣传推广、参赛评审的时候，最吃亏的就是内容缺乏整理和提炼。往往感觉这些项目中，志愿者做了很多服务，也有较好的效果，但是展示的时候琐碎和凌乱，就很难引起关注和好评，也很难获得很好的参赛成绩。因此，志愿组织一定要善于总结提炼，整理出清晰的内容分类表述，就有助于提高项目的社会关注读和重视度。</font></span></span></p><p face="宋体">近年来，整理志愿服务项目宣传和展示材料的时候，都多了一个栏目，就是“创新特色”。我们发现，许多志愿者团队不善于填写这个栏目，有些将项目内容重复填写，有些将项目成效重复填写，有些填写基本的措施做法，就难以获得好评。所谓创新特色，就是本项目不同于其他类似项目的探索措施。因此，志愿者和志愿组织就要认真分析同类项目，比如与关爱少年儿童的项目相比较，与敬老助老的项目相比较，与生态环保的项目相比较等等，概括出本项目的独特性和竞争优势。当然，“创新特色”并非是完全不同于其他项目的，只要与其他项目有所不同、有所区别，都可以是创新特色。记得有一个关爱帮助留守儿童的“蓝信封”项目，多年来深入开展志愿服务，覆盖面广、效果明显，受到各地区、各学校的好评。但是，多次参加宣传推广，多次参加项目竞赛，都处于中上水平的成绩，很难获得最佳成绩。后来，专家对项目团队进行辅导的时候，根据志愿者对项目的叙述介绍，就概括出“小与大、月捐制、云陪伴”等三个创新特色。“小与大”就是在关爱帮助留守儿童的项目中，与高校西部计划志愿服务、支教团志愿服务相比较，“蓝信封”非常小，仅仅是志愿者与留守儿童的初中生通信交流服务，一封封信确实非常“小”。但是，“蓝信封”的关爱服务也非常大，每年组织几万名大学生志愿者与几万名留守儿童初中生通信，引导他们度过“叛逆期”，陪伴他们走进“青春期”，一起成长、一起追梦，社会影响力非常大。“月捐制”就是蓝信封志愿服务团队很早运用“月捐”的方式筹集资金，保障关爱帮助留守儿童志愿服务的可持续发展。志愿服务团队依托有慈善募捐资质的机构，面向社会进行“月捐制”的推广，赢得很多社会人士的支持。我本人就从七年前参与蓝信封的月捐活动，每月定向捐助200元开展关爱帮助留守儿童的服务。蓝信封团队非常规范细致，每月提供捐助款使用信息通报，每个季度提供服务推进情况介绍，每年提供年度关爱帮助留守儿童服务的分析报告等。这样，参与“月捐”的资助者对蓝信封团队开展的志愿服务项目非常信任，乐意长期捐助服务。“云陪伴”就是几万名大学生志愿者为留守儿童提供的通信服务，饱含深情、蕴含真情，让山区孩子们在缺失父母关爱的时候，获得“爱心哥哥”“爱心姐姐”的关心关爱，弥补了感情的缺失，获得温馨温暖。后来，蓝信封志愿服务项目就突出“小与大、月捐制、云陪伴”的创新特色，进行展示介绍，获得社会的关注和重视，获得评委的认可和好评，取得很好的参赛成绩。由此可见，项目的创新特色并不是罗列做法，铺陈内容，而且准确把握本项目与其他志愿服务项目的不同之处，进行简要的介绍，就能够产生很好的效应。</font></span></span></p><p face="宋体">我们提出“1”个突出的志愿服务项目成效，并非在项目介绍的时候，仅仅说一个效果；而是要把握好成效展示的关键，在几点成效的介绍中，以“N+1”的方式让志愿服务项目更受关注、更受重视。这里要注意的是不要混淆“项目成效”与其他要素，必须认真区别、精准介绍。例如，有些项目团队介绍开展多少次服务，多少人员参与等等。这些是志愿服务的频率和参与指标，但不是成效的指标。志愿服务项目的成效，就是通过志愿组织开展的服务，促进服务对象的改变，促进社会环境的改变。记得有一个非常有名的网络公司参加志愿服务项目竞赛，申报“13520急救侠”的项目。这是配合红十字会推广“家家都有救护员”的做法，发挥网络公司、数字企业的优势，对社会开放进行应急救援能力培训，帮助志愿者获得应急救援资格证书，随时为身边有需要的人群提供应急服务。项目团队准备展示介绍的时候，在汇报成效时突出“每年培训几万人”“每年有几千人获得应急救援证书”等等。这些成效展示，已经体现应急志愿服务培训的部分效果，但是不够精准，也不够突出。后来，专家辅导的时候询问，“每年培训几万人，几千人获得证书，那么究竟有没有接受培训的人，运用所学应急救援知识技能，在意外状况中救人的。”项目团队回答，“有，去年就有五个参加培训的志愿者，在意外情况下救人成功的案例。”于是，专家辅导的时候，就建议团队用“万、千、五、一”的方式介绍志愿服务项目的成效，即每年培训几万人，其中几千人获得证书，一年中有五人在意外现场救助成功，重点展示介绍一个志愿者运用培训知识技能在意外现场救援的案例。这样，面向社会宣传推广，参加展示竞赛的时候，就更有说服力，更有竞争力，更能够获得成功。这里要特别说明的是，并非团队介绍志愿服务项目成效的时候，仅仅讲一个成效，而是可以介绍三到四个成效，有数字，有案例。但是，其中必须要有一个特别有说服力、特别让人信服的成效。</font></span></span></p><p face="宋体">志愿服务项目的凝炼提升，既要关注上面几个特别重要的内容；也要关注其他项目规范管理的内容。具体说来，“1431”是需要志愿服务团队认真归纳项目特色，不断提炼项目亮点的地方；但是关于项目方方面面的元素，也不能够忽视，也要认真填写、认真介绍。例如，“项目需求”的栏目，就要简明分析社会难题、对象困难、存在问题、潜在隐患，需要志愿者和志愿组织开展服务，促进解决问题、改善状况。“项目团队及荣誉”的栏目，要介绍项目负责人及成员具有做好本志愿服务项目的资质和能力，在志愿服务中受到表彰奖励。“宣传推广”的栏目，要介绍项目运用网络、新媒体推广的情况，以及权威媒体宣传介绍的情况。其中，要特别注意“实施计划”和“经费预算”等栏目，更要认真细致，不出纰漏。有些项目团队随意填写“实施计划”，服务活动的内容重重服务，服务参与的信息模糊不清，这些就会影响社会大众的评价，就会影响专业评委的评分。有些项目团队填写“经费预算”不认真，或者小数点出现错漏，或者总经费与细分项目经费不吻合，或者没有按照规范要求使用经费等等。这样，就严重削弱社会各界，专业评委对项目的评价。所以，我们认为，团队展示和介绍志愿服务项目的时候，要聚焦做好“1431”的凝炼提升，同时对于其他各项内容、各个栏目，就要力求做到“及格”，努力“不出错”，以严肃认真的态度进行展示介绍。这样，严肃认真、一丝不苟的态度，才能够让社会对志愿服务团队信任，对志愿服务项目认可。</font></span></span></p><p
